The University of the Punjab was set up in 1882. It is the oldest teaching university in the whole sub-continent. It offers education in over seventy disciplines. Besides having several departments, institutes, centres, it has ten constituent colleges.

Hailey College of Baking & Finance was established as the fifth constituent college and was inaugurated by Lt. Gen (R) Khalid Maqbool, Chancellor of the University of the Punjab on March 26, 2003 and Prof. Dr. Khawaja Amjad Saeed was appointed as the Founder Principal of the College on February 10, 2003. The Hailey College of Banking & Finance (HCBF) has been established at the old premises of Hailey college of Commerce after carrying out major renovation to restore the building to its original pride. The basic purpose of establishing HCBF is to meet the growing requirements of banking, finance and insurance sectors in the country.

The teaching commenced in three degree programs including three-year Bachelor of Business Administration (Honours) in Banking and Finance, two-year Master of Business Administration in Banking and Finance, and two-year Executive Master of Business Administration in Banking and Finance. Later all the three above programs were offered in Insurance and Risk Management in 2006. The courses offered by the College are market driven and the job openings for its graduates exist in financial, banking, insurance, industrial, commercial and export sectors. The College aims to produce efficient risk analysts, new breed of exporters and future leadership for Banks, Financial Institutions, Insurance Companies and International Trade.

The College has started Certificate Course in Techniques in Credit Analysis in Agriculture Finance and now plans to start Diploma and Short Courses to cater the need of the market with a focus to develop entrepreneurship in the students so that they can undertake their own business work. Besides, the College, through University, is pursuing the case for collaboration with some Foreign Chartered Universities of UK. As soon as the MOUs are signed, the students will be given the option to study abroad also.



The College presently offers the following courses in banking & finance and in insurance & risk management:

Four-year BBA (Hons) Banking & Finance Entry requirement: Intermediate/ "A" Level. 8 Semesters

Two-year MBA (Banking & Finance) Entry Level: Graduate from an accredited University. 4 Semesters

Two-year Executive MBA (Banking & Finance) Entry Level: Graduate from an accredited university with executive level experience. 5 Semesters



The Insurance and Risk Management Program was launched in April, 2006 in collaboration with Insurance Association of Pakistan. The inauguration ceremony was presided over by lt. Gen (R) Khalid Maqbool, Governor Punjab,. The courses offered under this programme include:

It is pertinent to mention here that MBA-Insurance & Risk Management program is the first of its kind in the history of Pakistan, which has been launched with the active support of Insurance Association of Pakistan.

Guided by the demand driven education, the graduates of HCBF will have job openings in banks and financial institutions, leasing companies, insurance companies, industrial and agricultural sectors, mutual funds, brokerage houses, trade and commerce.

The College has institutional arrangements for serving as a bridge between its graduates and potential employers through its Employment Placement Cell. Guidance and counseling is a continuous activity to help the students select their employment destination. The potential employers have also been associated by the College for developing course package tailored to their practical needs. In this respect, experts have been drawn from various banks, insurance companies, industrial houses, potential employers, Old Hailians and prominent businessmen.


The course has been offered after realizing that almost all the specialized banks and participating commercial banks have been experiencing critical shortage of professionally qualified Agricultural Credit Officers to successfully meet the increasing demand of agricultural credit by the farmers in order to achieve increasingly higher production of various crops. This too is a new product offered for the first time in the history of Pakistan.

This specialized program has been specifically designed for in-service Agricultural Credit Officers and other officers dealing with agricultural credit. It will also immensely help Potential Persons who are eager to improve their skill through professional qualification and exhaustive training to effectively perform the duties of Agricultural Credit Officers in the respective banks and financial institutions.


The HCBF Library was established on March 26, 2003. Its initial collection was 500. Now its collections is more than 3000 which include the disciplines of Banking, Finance, Insurance & Risk Management, Techniques of Agriculture Credit, International Trade, Management Science, Economics etc.

Library has subscribed ten (10) Journals and Magazines and has access to 16,000 subscribed full-text online Journals, ten (10) daily Newspapers, one foreign newspaper (Khaleej Times) and important publications of National & International agencies like Govt. of Pakistan publications, IBP, State Bank, World Bank Publications. Library serves more than 1500 library users. The library is completely automated, air-conditioned having printer, bar code reader and other latest technology. Besides, photocopy service for library materials is available to members outside the library at campus bookshop.


A wide range of the latest computers is available in the College with Internet connections to enjoy the World Wide Web facilities, Online Journals and other electronic databases. Everyone using the Computer Labs located in the College is required to comply with certain rules of conduct. All currently registered students of the College are eligible to use the computer laboratory.

Visiting faculty of the College includes many renowned academicians and practitioners of the relevant fields. The College has advertised twenty-one (21) posts for filling up on full time basis. Recently MCB Bank has offered to provide two foreign faculty members to strengthen the teaching/research areas. These jobs are being advertised in Economist London.
