Country with the lowest level of education has highest rate of unemployment

Pakistan is an independent Muslim Sovereign State. It has four provinces Punjab, Sindh, NWFP and Balochistan.
Pakistan's literacy rate was 16% in 1951 and reached to 51.6% in 2003. At present Government of Pakistan is going to enhance human resources development (HRD), because HRD plays vital role in the development of any country in this connection education is an important tool for HRD and HEC is emphasizing on higher education with quality basis.
After the establishment of HEC, a new sun has been risen in the education sector. If we neglect our education our country could not be entered in the row of developed countries because quality education could only change destination of the nation. Education contributes to economic development, as more educated workers produce more goods and services because of their greater skill and knowledge.
More educated workers create better working habits, more educated workers create great ideas and awareness among the masses.
Country with the lowest level of education has highest rate of unemployment, so education can reduce the level of unemployment in the country.
After the World War II, the economy of Japan was totally collapsed since then government of Japan was preparing the policies for the revival of its economy.
The first policy was prepared for the Human Resources Development (HRD).
General McCarthry, father of modern Japan and policy maker wanted educated people, healthy people and technical people.
He framed policy in the field of education and emphasized on quality education. Do you believe, there are one thousand universities in Tokyo city, capital of Japan and in Pakistan only forty five Universities in public sector.
Prof. Dr Atta-ur-Rehman, Chairman (HEC) like McCarthry stresses on higher education, he said while interviewing with an English news paper:
• 300 Programmes have been launched within a year to expand and raise quality of higher education in the country.
• 300 foreign Professors will be hired on contract basis with attractive salaries to teach in Pakistani institution.
• Forty Universities of the country will be linked with world's big universities/institutions by next June 2004, in all disciplines.
• For the first time in the history of Pakistan 40 Pakistanis have been sent to China for Ph.D in engineering in top Chinese Institutions/Universities.
• linkages with fifteen British Institutions are being established to exchange knowledge and raise standard of Pakistani institutions.
• A dozen students has been sent to Austria on Scholarship for Ph.D program.
Chairman HEC finally said that HEC has planned to establish linkages between universities and national economy. Higher education is today recognized as a capital investment and is of paramount importance for economic and social development of the country. Only highly educated manpower can handle advanced technology. Thus, without the participation of highly qualified manpower, the process of economic development is very difficult. So higher education is more important factor. Higher education a source of great potential for socio-economic development of the country and believes that through standard higher education our country can be entered into a developed nation easily. HEC is performing such duties, and has number of projects regarding quality education. In this regard President General Pervaiz Musharraf appointed Prof. Dr. Atta-ur-Rehman as Chairman, HEC Dr Muhammed Akram Shaikh Executive Director, Prof. Dr. AQ Mughal Member (Academics), Prof. Dr. S. Sohail H Naqvi Member (HRD) and praised for their hectic efforts to provide education facilities to the nation and emphasizing quality education, creating Ph.D holders in Engineering, Agriculture, Natural Sciences Health Sciences and Social Sciences. On 28-12-2003 a GRE general type test was conducted by NTS for selection of 1000.
