ROLE OF HEC IN HIGHER EDUCATION
Emphasising on quality education

The ordinance of HEC was promulgated by the president of Pakistan on 11th September 2002. The honorable President General Pervaiz Musharraf appointed person as a Chairman who has been awarded SI, NI, HI, and author of 64 international and 48 national books, ex-Director of HEJ Research Institute of Chemistry, University of Karachi, former Federal Minister for Science and Technology and Education. He is Prof. Dr. Atta-ur-Rahman. No doubt President's selection is the best choice. Since the establishment of Commission, it has approved following projects.
PEN (Pakistan Education Network): This is the name of national project for distance learning in different fields of science & technology, social sciences and humanities. PEN is developed by NTCL and PTCL. Under this project 57 public and private sector universities are being linked together through fiber optics. The main objective of this project is lecture delivered from one university and will be listened at other university/institution without loss.
POCR (Pakistan Organization of Colloboration Research): Under this project top scientists from abroad would be invited to write projects exchange of faculty members between two universities/institutions, to raise up, higher education for enhancing post doctoral fellowships for university teachers. This fellowship has been approved by planning commission. An amount of Rs. 8 billon would be spent over this scheme. This fellowship is open to Basic Sciences, Engg., Agriculture, IT, Social Sciences & Humanities, How to apply for the fellowship?
Any Ph D. degree holder having teaching of research experience at public sector universities in Pakistan would be encouraged to apply for the post-doctorate fellowship.
FOREIGN PH. D. SCHOALRSHIP PROGRAMME: This Programme covers Humanities, Social Sciences and Economics, Natural Sciences. Economic growth cannot be achieved without social growth, rural poverty reduction, reduction in un-employment etc.
PH. D. ENGINEERING SCHOLARSHIP AT GERMANY, CHINA, FRANCE: This scholarship will be awarded to those who possess high quality teaching and research experience in public sector universities of Pakistan. This project would enhance human resource development in the field of engineering.
200 MERIT SCHOLARSHIP & 300 INDIGENOUS SCHOLARSHIPS FOR PHD PROGRAMS: These schemes were approved by the S&T Ministry, cover all disciplines (excluding social sciences) and open for all masters degree holder, having Alpha academic career.
YOUNG TALENT SUPPROT PROGRAM: Student who posses good academic career may apply for this scheme at any stage from graduation to Ph. D.
FACULTY EXCHANGE PROGRAMME: This program covers faculty members of public sector universities in Pakistan for their academic activities. Professors and Associate Professors from one university to another university, they share talent, knowledge among the institutions. HEC would provide TA/DA for the visiting faculty members.
RESEARCH STARTER GRANTS FOR YOUNG SCHOLARS: This program will encourage young academicians to do Ph.D. age limit is 35 years.
INDUSTRIAL LINKAGE: Industrial sector creates more job, it means more industry, more job in this regard HEC will pay proper attention to the development of industrial education.
SPORTS ACTIVITIES: "Health is Wealth" HEC releases funds to all the public universities to raise up sports activities under inter-varsity championship and National championship Program.
NCRC, NATIONAL CURRICULUM REVISION COMMITTEE: This committee finalize curriculum of Engg., Agri. Consultant, social sciences, Natural Sciences subjects at university level. Meetings are held at HEC head office, Universities, HEC Regional centres at Peshawar, Karachi, Lahore & Quetta.
TEACHERS TRAINING PROGRAM: This training program covers almost all subject at college and university levels. The main objectives of this training is to promote teachers efficiency in their relevant areas. Duration of training is one week.
POST GRADUATE COMPUTER COURSE: University teachers are invited to do 06 months training in computer course at CTC, Islamabad. This would also promote teachers capability in computer field.
SEMINAR AND CONFERENCES/WORKSHOP: National and international seminars/conferences/workshops held at different universities. HEC releases funds for organizing seminars in which educationist, scholars are invited locally or from abroad.
RESEARCH GRANTS FOR UNIVERSITIES: HEC provides funds/grants to all public universities for research purpose in Science, Technology and Social Sciences. The main objective of this grant is to promote research in basic sciences and social sciences to create indigenous capacity in higher education
SHORT TERM TRAINING PROGRAM FOR TECHNICAL STAFF: HEC has introduced short term training for scientific technical staff for universities and other institutions at national or international level.
DDWP: has approved a number of projects. These projects, at the total cost of Rs.372.235 million, approved in the eighth meeting of the Departmental Development Working Party (held in June 2003). In eighth meeting of DDWP, 11 projects were approved for 10 universities and one college in the field of networking, IT facility.
