In this dynamic business & technology competitive
environment, the job market for MBA/ MCS Graduates is becoming more
competitive. Those who are well equipped with business/ I.T. concept
& market-oriented disciplines are acceptable where as others are
just moving around the market in search of their acceptance.
Historically speaking, the IBA Karachi was
established in year 1955 and it is a pioneer of Business Administration
Education, producing MBA Graduates for industrial & financial
Organizations in Pakistan and achieved Leading position about three
decades in the country and also in Asia since 1960s. Since 1980s, the
significant change is observed in science & technology, industrial
development and increasing demand of the Banking & Financial
institutions. The Public & Private institutions started Business
Administration/ Management Sciences educational Programs and the job
market became more competitive and now few institutions are imparting
quality education.
It is observed that comparatively, the Institute of
Business Administration (IBA) Sukkur is providing quality education in
the professional field Business Administration since 1995 and
Information Technology (I.T) since 2001 under the academic affiliation
of IBA Karachi. The majority of IBA Sukkur MBA Graduates are in job/
accepted in the market.
The strength of IBA Sukkur is committed &
dedicated qualified Faculty & Infrastructure. The Job market is now
more competitive due to the mushroom growth of the institutes ignoring
the criteria and infrastructure required for quality education and
having no any admission policy & restriction of seats, and enroll
hundreds of students ignoring market job requirements & standards.
Such growth has created unemployment, poor quality of MBA/ MCS
Graduates, low salary package and charging high fees from the public.
STANDARDS/ NORMS/ CRITERIA/ INFRASTRUCTURE FOR
EDUCATION:
It is evident fact that to
produce quality product, the norms and criteria/infrastructure required
for education must be crafted at National/ country level by the
Government to implement the strategy in achieving the objectives. The
infrastructure required in the institute for quality education is
suggested and it includes the majority should be regular qualified
faculty and very less number of visiting faculty, uniform
market-oriented curriculum & prescribed modern text books [change/
renovation required], standards of teaching & teaching aids in the
class, uniform grading & examination rules, uniform semester system,
and feasible land & building for classrooms-seminar halls- labs
-faculty & staff rooms/halls-research labs- library- faculty
training & development arrangements- arrangements of students
internship at the organizations - hostel & residence facilities
--auditorium- sports grounds/ parks.
Unfortunately the uniformity of standards/ Norms in
education is lacking in our country.
GOVERNMENT/ UGC ACCREDITATION POLICY:
It is observed that the
accreditation policy has been prepared in different times by the
University Grants Commission (UGC)/ Government but there remained
problem of implementation. The policy is not yet implemented to develop
uniformity in infrastructure required for business or I.T. quality
education in the country to face the challenges of competitive market.
It is essential to implement accreditation policy in original spirit for
quality education.
COORDINATION WITH INDUSTRIAL ORGANIZATIONS/
INSTITUTIONS: Indeed
the coordination with the Business Executives of the organizations will
enable institutions in developing market-oriented curriculum. The
government may ensure the presence of Business Executives on the
academic board or Board of Governors/ Syndicate in the educational
institutions for knowing the market needs and to improve the standard of
education.
FACULTY TRAINING & DEVELOPMENT:
It is observed that
arrangements are not made in the institutions/ universities in the
training & development of the Faculty to improve their teaching
style, use of teaching aids, training for assessment of the quality of
students & examination/ grading methods, use of modern text books/
research journals and publications and computers/ Internet in teaching
process. It is significant to equip the faculty with latest knowledge
& technology and funds may be allocated.
NEW INSTITUTES/ UNIVERSITIES:
The Government should allow
the establishment of the institutes or Universities on feasibility
report that in which area it should be allowed to establish or it will
provide loss to other already established institute or university. Since
1980s that principle is ignored and it is not considered and the
mushroom growth of the institutes/ universities have provided damage to
the existing institutions and decreased the standard of education. Even
the measures are not taken to improve the standard of the education of
the existing institutes/ universities or old may be discontinued if not
meeting the standards.
MOS&TECH FINANCIAL ALLOCATION IN I.T:
Drastic measures are made
in the field of I.T. education and configuration of resources on the
part of Ministry of Science & Technology of the Government of
Pakistan. It is historic contribution of Prof. Dr. Attaur-Rehman in
creating I.T. educational environment in the country to meet the
requirements of the country and face challenges of global market. In
this regard STRD comprises of 144 Projects Cost Rs: 9,425.624 Million of
which PSDP allocation for 2001-2002 of STRD were Rs: 2536.30 Million of
which Rs: 1410.004 Million was foreign aid. The Government has
implemented the I.T. policies and has utilized 98.3% local currency
funds Rs: 910.918 Million out of Rs: 1126.3.00 Million upto May 2002.
FEDERAL GOVERNMENT MEASURES:
The Federal Government of
Pakistan Annual Budget for financial year 2002-2003 is of Rs: 742
Billion of which Rs: 2.60 Billion (00.35 %) has been earmarked for the
education sector against Rs: 2.50 Billion allocated in the current
fiscal year for primary, secondary and higher education. It is evident
that the government allocation of funds is not sufficient to develop the
infrastructure required for standard of education and increase in the
literacy rate. It is essential that the government shall have to craft a
comprehensive strategy in education for the involvement of private
sector and foreign donors to contribute in education sector.
The structural reforms are made by the present
Government of Pakistan to improve the governance, increase in the
investment, poverty related issues, literacy rate, professional
graduates in I.T. and managerial skill. It is hoped that such improved
governance, the end of high level of corruption, a more professional
civil service with more transparency in its actions, judicial reforms
that eliminate delays in case proceedings to provide justice to the
people, police reforms that improve law & order for public safety
& security, better auditing and accounting will surely benefit the
investment climate and achieving objectives to extent these reforms are
actually translated in to reality. Similarly structural reforms are also
made in higher education with the abolition of UGC to improve the
education standards in the country and if such steps and accreditation
policy is implemented that surly will create environment of quality
education in the country.
