PHENOMENON OF HUMAN RESOURCE MANAGEMENT

Pakistan is the sixth most populous country of the world, with about 165 million tough, diligent, and hardworking people, which has entered the 21st century as an equal partner in the community of nations.

The Pakistani labor force has a reputation of being one of the hardest workings in the world. Pakistani labor is also one of the most cost-effective in the world and provides high returns on investment. A large percentage of the labor force is skilled, from domestic training through a network of training institutes, and from employment in the middle-east and studying in the developed countries. The 45.05 million labor force includes highly trained and experienced professional managers, engineers, computer skills personal, scientists, bankers and financiers, vital to the growth and development of the industrial and corporate environment of the country.

Pakistan ranks amongst the top seven fastest growing economies of Asia. Except for the periods in the fifties and the seventies, annual Gross Domestic Product (GDP) has been growing at more than 6% per year. Although agriculture is still the mainstay of the economy and employs 48% of the work force, its share in the GDP has declined over time to 24%. At the same time, the share of the manufacturing sector in GDP has constantly been increasing, with the annual growth of the manufacturing sector averaging more than 8%.

Human resource management (which includes human relation movement, human relation skills, human resource inventory, human resource planning, human resource strategy, and human skills)is the process of acquiring, training, apprising and compensating employees and attending labor relation, health , safety education and fairness concerns .The whole management phenomena by a concerned official involved conducting job analyses i.e. determining the nature of each employee's job, planning labor needs and recruiting job candidate, selecting job candidate, training new employee for jobs that are new to them, ,managing wages and salaries, providing incentives and benefits, appraising performance, building employee commitment , protecting employee health and physical condition, creating and maintaining department morale, controlling labor costs, improving the job performance of the employees, orientation of the employees in the organization, placing the right person on the right job, etc. But the general principles of management to be practiced are also considered these points for overall improvement and functioning of the organizations. The points are: Division of work, authority, discipline, unity of direction, unity of command, order, equity, initiative.

Management is a process of working with and through others to effectively achieve organizational objectives by effectively using limited resources in a changing environment .All organizations exist for certain purpose or goals and managers are responsible for combining and using organizational resources to ensure that their organization achieve their purposes. Management moves an organization toward its purposes or goals by assigning activities that organization members perform. If the activities are designed effectively , the production of each individual worker will contribute to the attainment of organizational goals. Management strives to encourage individual activity that will lead to reaching organizational goals and to discourage individual activity that will hinder the accomplishment of those goals. Managers must therefore keep organizational goals in mind at all times.

In the big cities of the country, there are many organizations such as banks, industry, corporate . food industry, mills, factories. Private offices. Fish industry, trade centres, beverage industry, textiles, oil mills, financing organization, chemicals electronics, automobiles, leathers, etc., who have their own human resource division, who appoint employees in their offices after taking written test, interviews and other examinations for appointing in their companies. But there is lacking in overall knowledge of the candidate due low literacy rate in the country. Low literacy rate is one of the most important defects of our nation. An urgent need is required in the improvement of literacy rate and to produce intelligent man power. All over the world, it has been found that increase in literacy in a real sense to above 50% is a must for rapid economic development of a country. Only with such literacy, the people can take advantage of government projects like increase in employment, population control, spread of small scale industries in towns and rural areas.

It is necessary to put emphasis on basic and college education, health education and population. Water sanitation, skilled base literacy, technology education and higher education .Recently, the government has given numbers of various educational institutions in the country and these are as Primary schools(157,600), middle schools(39,400), high school(22,900), higher secondary schools(11,71), degree college(1208),professional colleges( 559 and universities (61).The figures show that number of universities are very low. There are only a few universities in the country whose teaching standards are quite satisfactory. It is also duty of the student to learn honestly and with zeal and enthusiasm. But there are a very little percentage of such group. Truthfulness and honestly are the main thoughts to acquire good knowledge.

It is very difficult for a human resource department to select suitable candidates in their organization form jobs and improvement of the company. Education is must and it also the duty of the students to learn and improve teaching habits for higher knowledge.

Pakistan's public expenditures on human development are low by International standards and are approximately 4% of GDP. But total public and private expenditures amount to more than 8% of GDP. i.e. twice that of public sector spends. Household themselves spend out at least 4% on health, education, water supply and sanitation.

In human resource field a training phenomenon refers to the methods used to give new or present information the employees need to perform their jobs. Training is a process of developing qualities in human resources that will enable them to become more productive. Training is a hallmark of good management .Good training is a vital item. Training used to focus mostly on teaching technical skills, technological and computer skills. Training is essentially a learning process. The deficiency of a person normally removed during training. Therefore training needs is the information or the skill areas of an individual or group that require further development to increase the productivity of that individual or group.

There are many drawback in human resource management and progress of an organization. Firstly one must develop his character to become a very good person in all respect and in the eyes of others. But there is lacking in the quality of such character. Human resource department of an organization must appoint a candidate after thorough investigating the family background of the appointing candidates and appoint should be made on merit basis This system is not prevailing in the country to a grater extent.

The country has fallen in the darkness of many evils activities such as corruptions, fanaticism, bribery, dishonesty, lie, cheating to each others, murders, rapes, nepotism, sectarian violence, extortion, deduction, blackmailing, larceny, fanaticism, bargaining, stupidity, ineptitude, dullness of mind and soul, bigotry, thievery and many other evil activities.

To develop in any field even in human resource management field, it is our duty to become a as good citizen by keeping in mind the wrath of God to adopt- soundness of mind and sprit, forthrightness, ability, aptitude, genius, quick thinking, justice, respect for the law, accountability, personal honor, chastity, generosity, honesty, humility, dedication, freedom of belief, commitment to truth, equability, brotherhood, obligation to parents, punctuality, hard work, frugality and simplicity of life, obey fully the order of Allah. Five times prayers. Truthfulness in promise, respect to parent and elders. Such activities should be the norm of the society.
