Poverty Alleviation, CSR and Micro Financing under Chinese model

Micro financial poverty alleviation is an important part of poverty alleviation and development, and an important measure to promote farmers’ income, agricultural efficiency and coordinated urban and rural economic development. Pakistan has recently launched a nationwide welfare society construction work to ensure that the five basic rights and interests of Pakistani people in clothing, food, housing, education and medical care are fully guaranteed.

Pakistan Prime Minister Imran Khan announced that the construction of a welfare society covering the whole country was officially launched to ensure that the five basic rights and interests of the people, clothing, housing, education and medical care of the Pakistani people were fully guaranteed. In terms of specific measures, the Pakistan government will add 80 billion rupees of social security grants to the backward regions this year, and this amount will gradually increase to 120 billion rupees in the next two years. To ensure implementation, the Pakistan government has set up a special department for social security and poverty alleviation to coordinate the work of various existing departments with social security poverty reduction functions.

Building a welfare society is an urgent need for Pakistan to improve the real situation of the gap between the rich and the poor and the lack of basic security for the lives of the poor. A few days ago, the Pakistan government made policy arrangements to increase the prices of water, electricity, gas and other necessities in the next few years in order to increase income and stabilize the economy. How to protect the interests of low-income groups from being affected by the accelerated rise in the cost of living has become a major issue facing the Pakistan government. It is timely to start the construction of a welfare society.

Since the current administration of the Government of Pakistan, it has always attached great importance to poverty alleviation, and improved social security and other people’s livelihood work. In particular, China is regarded as a successful template for reference. Prime Minister Imran Khan expressed his great appreciation to China for its great achievements in poverty alleviation and during his first visit to China in November last year, and hopes to bring relevant experience back to Pakistan. The “China-Pakistan Joint Statement” signed by the two countries also mentioned that China has lifted more than 700 million people out of poverty in the past 40 years, and Pakistan hopes to learn from China’s poverty alleviation model.

At the launching ceremony of the welfare society, Imran Khan once again mentioned the need to learn to follow China’s rich experience and advanced practices to ensure that the welfare society can achieve tangible results. Among them, as an important part of the welfare society construction, the Pakistan government is about to introduce a new agricultural policy aimed at greatly increasing the income of small farmers. The specific content will follow the successful experience of China and reform the land system. At present, the agricultural population accounts for more than 40% of the total employment of Pakistan, and helping farmers to get rid of poverty is of great significance in realizing poverty alleviation in society.


Imran Khan also pointed out that social security and poverty alleviation work was limited to providing funds to people living in poverty, but now they are more likely to provide opportunities to change their livelihoods. Pakistani Ministry of Planning and Development official Hassan quoted as saying recently to respected daily that the concept of “dynamic poverty alleviation”, which encourages people to seize opportunities and change the status quo of poverty through their own efforts.

Poverty alleviation, employment first

The current employment situation in Pakistan is not optimistic, especially because the large-scale labor force is far from achieving full employment. The important reason behind this is that the group has insufficient professional skills and it is difficult to enter the job market with higher specialization. In response to this situation, the Pakistani government attaches great importance to basic professional skills training and hopes to achieve more complete poverty reduction with more full employment. In this field, the future cooperation between China and Pakistan will be promising.

Adhering to and improving the poverty alleviation micro financing, effectively meeting the credit fund needs of the poverty-stricken households, establishing a safe repayment and extension period are all we pursuing at. Besides, properly coping with the repayment period, further improving the risk compensation mechanism, and classifying disposal is not directly used for poor households are also things we should do.
